Both hypertension and hypotension are abnormal, so there is no normal range.
Normal blood pressure values are systolic 90-139mmHg and diastolic 60-89mmHg. Hypertension is possible if diastolic blood pressure is greater than or equal to 140mmHg and/or diastolic blood pressure is greater than or equal to 90mmHg.
